Odisha State Legal Services Authority is the Statutory Body under a Central Legislation called "Legal Services Authorities Act, 1987". Hon'ble Chief Justice of the Supreme Court of India is the Patron-in-Chief of the National Legal Services Authority and the Sr. Judge of the Supreme Court India is the Executive Chairman of the National Legal Services Authority. Hon'ble Chief Justice of High Court of Orissa is the patron-in-Chief of the Orissa Legal Services Authority and the Sr. Judge of the High Court of Orissa is the Executive Chairman of the Odisha Legal Services Authority.

Hon'ble Mr. Justice Altamas Kabir, the Chief Justice of India is the patron-in-Chief and now Hon'ble Mr. Justice P.Sathasivam, Judge, Supreme Court of India, is the Executive Chairman of the National Legal Services Authority, New Delhi . Hon’ble Mr. Justice A.K. Patnaik, Judge, Supreme Court of India is the Chairman of Supreme Court Legal Services Committee. To look after the legal services pertaining to the High Court, there is High Court Legal Services Committee, which is chaired by a sitting Judge of the High Court and the Registrar (Judicial), Orissa High Court is functioning as the Secretary of High Court Legal Services Committee. The State Legal Services Authority monitors and guides the District Legal Services Authorities and Taluk Legal Services Committees in achieving the aims and objectives of the Act. There are 30 District Legal Services Authorities in the State of Odisha and 73 Taluka Legal Services Committees functioning under them. The District Legal Services Authorities are headed by District & Sessions Judges or AddI. District Judges as the Chairman with the Registrars, Civil Courts or Civil Judges (Sr. Dvn.) of the District as the ex-officio Secretaries. However, in the mean time 18 Permanent Secretaries for the districts of Bolangir, Bhubaneswar, Koraput at Jeypore, Sambalpur, Keonjhar, Dhenkanal, Puri, Phulbani, Ganjam at Berhampur, Balasore, Sundargarh, Kalahandi, Cuttack, Baripada, Jharsuguda, Bargarh, Bhadrak and Nayagarh  have been appointed to carry out the  functions of the concerned Legal Services Institutions.The Taluka Legal Services Committees are headed by the jurisdictional Civil Judge (Sr.Dvn.) or Civil Judge (Jr. Divn.) as the Chairman. The general public who need any legal help / legal aid may contact the concerned Taluka Legal Services Committee / District Legal Services Authority, the High Court Legal Services Committee and the State Legal Services Authority, as the case may be, for their needs.

 Added to it, Front Offices have already been established in the premises of the District Legal Services Authority in which retainers have been appointed to give legal advise to the beneficiaries and the general public as well and also to assist them in different Legal Services Activities.

 13 number of Permanent Lok Adalats have already been established in the districts of Cuttack, Khurda, Ganjam, Dhenkanal, Sambalpur, Balasore, Sundargarh, Bolangir,Mayurbhanj at Baripada, Koraput at Jeypore, Keonjhar, Puri and Kalahandi-Bhawanipatna for dispensing justice to the general public with regard to Public Utility Services as codified under Section 22-B of the Legal Services Authorities Act, 1987. Such Adalats are headed by a Chairperson and assisted by two other Members to decide the litigations on conciliation and or by decision of the Adalat. Recently two new ADR Centres- One at Puri and another at Bolangir were inaugurated on 6.10.2012 and 03.11.2012 which are to function as the Judicial hub consisting of different institutions under one roof. Construction work of such centres in other districts are in full swing except a few where steps are being taken to acquire the Govt. land for construction of the centres. The above project is being undertaken under the 13th Finance Commission (TFC) grants for having individual ADR Centres for every districts of the State.

Mobile Van has been utilized on routine basis for making aware the general public in the remote areas of the State by publication of the activities of the Legal Services Institutions, exhibition of documentary and by deputation of Judicial Officers to make aware the people through public address system. Provisions are also made for disposal of  certain type of  cases in the Mobile Lok Adalats during the mobility of the van. 

The State Legal Services Authority has 8 official Members which include the Hon'ble Chairman, High Court Legal Services Committee, Principal Secretary, Dept. of Law and Finance Secretary, Director-General and Inspector-General of Police, the Advocate General, Chairman, Odisha State Commission for Backward classes, District Judge, Cuttack and District Judge, Khurda at Bhubaneswar . Apart from that the State Authority has 5 nominated Members namely Hon'ble Minister, Law, Orissa, a Senior Advocate of Orissa High Court, an M.P., an M.L.A., and an eminent social worker who have experience in the field of Law, Finance, Social Service or Administration and who are engaged in the upliftment of the weaker sections of the society, including Schedule Castes, Schedule Tribes, Women, Children, rural and Urban Labour and who are interested in the implementation of the Legal Service Schemes.
